2nd EaP e-Democracy Conference 

On behalf of EaP CSF, Iuliia Serbina, Ukrainian Prism (Ukraine) and Levon Harutyunyan, Community Finance Officers Association (Armenia) attended the conference in Lviv, where they discussed effectiveness of e-Democracy for democratic reform in the EaP region.

In three thematic sessions, the conference focussed on Digitalization and Transparency, Transformation, and the Ethics of Digitalisation. During the conference, Serbina and Harutyunyan interacted with representatives from Tallinn University of Technology and from School of Public Management of Ukrainian Catholic University, with cybersecurity experts, and with Transparency International Ukraine, which monitors state authorities’ compliance with transparency and accountability standards. Together they discussed methods and approaches to analysize public oversight and to employ e-tools for transparency.

Serbina and Harutyunyan recommend that on the national level of EaP countries, civil society should follow up on success cases of digitalization tools, in both public and private sector. Furthermore, it should establish and maintain contacts with the relevant governmental offices in charge for development of e-democracy. It should also build networks and partnerships with relevant CSOs having expertise in projects management and research on e-democracy. On the EaP level, civil societies should aim at an in-depth analysis of e-governance in their countries, initiating projects for strengthening the capacity of the national and regional stakeholders in e-democracy management. Also they should develop vocal recommendations for policy makers in their countries. On the EU level, civil-society actors should continue to strengthen cooperation between CSOs and authorities of EaP countries on development of e-democracy tools.
