Netanyahu says a Palestinian state only after several conditions met

Prime Minister Benjamin Netanyahu gave an interview to Israel Hayom that was published this morning, where he discussed elements of the Trump plan.

  • When asked if the plan includes a Palestinian state, he answered: “The process will advance if they [Palestinians] deign to fulfil about ten difficult conditions, which include Israeli sovereignty in the territories west of the Jordan, keeping Jerusalem united, the non-entry of even a single refugee, no uprooting of communities, and Israeli sovereignty on extensive swaths of Judea and Samaria, and so on and so forth. They need to recognise that we are the security sovereign in the entire territory. If they agree to all that, then they’ll have an entity of their own that President Trump defines as a state.”
  • He was asked if the Palestinians in the Jordan Valley will receive Israeli citizenship were Israel to apply its sovereignty there. He replied, “No. they’ll remain in Palestinian enclaves. You don’t annex Jericho. There are one or two clusters. You don’t need to apply sovereignty to them; they’ll remain Palestinian subjects, if you like. But Israeli security control will apply there as well.”
  • Defence Minister Alternate Prime Minister Benny Gantz also related to annexation during the Blue and White faction meeting yesterday, where he said, “There are major opportunities at this time with the ability to improve and even change the entire region, among them the peace plan proposed by the US administration. We will examine the various paths of action in the next few weeks with wisdom and responsibility.” His close ally, Michael Biton, who is a minister in the Defence Ministry, told Army Radio: “There will be no irresponsible unilateral annexation that undermines the interests of the State of Israel. If anybody in this government wants to discuss annexation, that discussion will begin in July and will take place in committees, in the Knesset plenum, in the security cabinet and in the cabinet.”
  • Yesterday, the Israel Defence Forces (IDF) carried operations inside Palestinian Authority (PA) territory for the first time since the PA froze security coordination last week. They reportedly arrested seven suspects in two separate raids, without any confrontation with PA security forces.
  • At the Likud faction meeting in the Knesset on Monday, Prime Minister Benjamin Netanyahu reiterated his intention to apply Israeli sovereignty to parts of the West Bank.
    • Netanyahu said: “For the first time since 1948, there is a historic opportunity to apply sovereignty in an agreed-upon fashion as a diplomatic, sovereign act of the State of Israel in Judea and Samaria … this is an opportunity that should not be missed.”
    • MK Gideon Saar asked Netanyahu, “What is the timetable for the application of sovereignty in Judea and Samaria? Is it as was agreed with President Trump?” Netanyahu replied: “We have a target date for July, and we don’t intend to change that. We will act wisely and with joined forces.”
    • The settler’s Yesha Council began a public information campaign this week targeting the cabinet ministers and MKs. Settler leaders are anxious about the American position regarding the “annexation map”. Members of the Yesha Council said: “We need to act to persuade the decision-makers that they have to support the sovereignty map of the settler leaders — and not the one by Trump administration representatives.” According to Yesha Council Director General Yigal Dilmoni, the US has rejected attempts by the settler leadership to modify Trump’s annexation map.
    • 1 July is the earliest date Netanyahu can bring the annexation issue to a vote.
    • According to the coalition agreement, the new government will “engage in dialogue” with the international community over annexation, “with the aim of preserving security and strategic interests including regional security, preserving existing peace agreements and working towards future peace agreements”.
      • The settlers are concerned that the US conceptual map will leave dozens of settlements in enclaves, with only one access route, surrounded by a future Palestinian state, and no room to expand.
      • The Trump administration has reportedly conditioned its support on:
      1. The completion of a map by the joint US-Israel committee;
      2. Israel agreeing to suspend construction in parts of the West Bank that are not designated to fall under Israeli sovereignty;
      3. The Prime Minister communicating to the Palestinians that he will negotiate, in good faith, on the basis of US President Donald Trump’s peace plan;
