1.     About the ICC

The India Climate Collaborative (ICC) is a first-of-its kind India-led, India-focused initiative bringing together leading private and corporate philanthropies to enable a collective response to climate change in India. The ICC seeks to connect and strengthen the Indian climate community, build a compelling India-focused climate narrative, and drive solutions that help people and nature thrive. Mandated to amplify and spread local solutions, we aim to inspire and connect governments, businesses, impact investors, research institutions and civil society to work together to solve India’s climate crisis with the support of the international climate community.

A first of its kind initiative, the ICC marks the beginning of collaboration between industry leaders, including Anand Mahindra, Ratan N Tata, Rohini Nilekani, Aditi and Rishad Premji, Nadir Godrej, Vidya Shah and Hemendra Kothari to address the climate crisis. Apart from them, the ICC also has over 45 civil sector organizations as members, including The Energy and Resources Institute (TERI), the Ashoka Trust for Research on Ecology & Environment (ATREE), the Centre for Policy Research (CPR), the Centre for Science and Environment (CSE) and the Council on Environment, Energy & Water (CEEW).

2.     Our Approach

The ICC aims to identify India-specific solutions and in addition to building foundational climate capacities is currently developing sector strategies in the fields of air quality, water, landuse and energy.  The ICC will serve as a common platform to bring organisations together to help with knowledge exchange and learning, but also to drive more funding towards climate action in India. We also aim to increase engagement on climate change and improve efficiencies in funding and implementation. This could be achieved through capacity building and investments in knowledge or data gaps that improve decision-making and reduce transaction costs.

The ICC also strongly believes that philanthropy can play an important role in helping India achieve its global climate commitments under the Paris Agreement and provide global leadership to ensure a fair and equitable climate dialogue.  And accordingly could serve as a platform or marketplace to curate, source and match-make opportunities for funders.

 

3.     Scope of Work

India is one of the top contributors to global greenhouse gas emissions, a majority of which is generated by the energy sector. And while India’s per-capita energy consumption is about one-third of the global average, according to the Economic Survey, India will need to quadruple per-capita energy consumption to meet the rising aspirations of its citizens.

A sustainable Energy sector in India would therefore be rooted firmly on the dual approach of supporting clean energy transition thereby reducing emissions, and helping expand access to energy to stimulate growth. Transitioning towards an affordable, reliable and sustainable energy sector would therefore help deliver on multiple Sustainable Development goals including SDG 7 Affordable & Clean Energy, SDG 12 Responsible Consumption and Production and SDG 13 Climate Action. However, such sector wide transitions require large scale investments and multi-stakeholder action.

And yet, only about 7% of the total philanthropic funding in India is presently going to climate-focused interventions, and an even smaller amount going to clean energy transitions. India needs to be at the forefront of clean energy innovations and this will require catalytic approaches to key sectors, with Indian philanthropy best placed to test and scale successful innovations.

In order to support sector actors and build this momentum, ICC is in the process of developing our Energy program strategy and is looking for a sector expert/consultancy to undertake a high-level sector scoping and stakeholder mapping that would input into program development. The approach of the ICC Energy program would involve addressing one or multiple of the following:

• Increasing funding into the clean energy eco-system – philanthropic, impact investing, commercial, public etc, to deliver on India’s Renewable Energy goals and SDG 7.
• Driving attention to and developing strategies for underserved sub-sectors and underinvested solutions within clean energy, including but not limited to energy storage rooftop solar, off-grid, sub-national strategies etc.
• Connecting multi-stakeholder actors and generating catalytic sector knowledge that reduces inefficiencies and increase scale and impact.

 The suggested scope of work for the Consultant would include the following tasks:

• Renewable Energy sector scoping – Through desk-based research, identifying gaps and opportunities as well as key priorities within the RE sector and in meeting our national renewable energy targets, that could serve as the thematic focus of ICC’s Energy program.
• ICC value proposition – Understand and apply ICC’s unique value proposition as a collaborative of climate actors to program and strategy design. It is critical that any ICC program strategy recognise our entry point at a sector and ecosystem level and therefore be designed to deliver catalytic and systemic impacts rather than incremental changes.
• Stakeholder mapping and consultations – Create a longlist of key multi-sector stakeholders to validate insights and findings of the desk research and also assess interests in participating in future program engagements.
• Scoping key actors and potential program interventions – Identify, with some support from the ICC, potential intervention areas and actors engaged in solving challenges and/or leveraging key opportunities to delivery on India’s energy and climate goals.
• Designing an assessment and selection process -  A simple process and set of criteria should be developed to prioritize and shortlist interventions based on a fit to the ICC mandate, interests of key stakeholders, as well as potential to solve ecosystem challenges.
• Conducting group consultations – Design a convening with key stakeholders for feedback on shortlisted interventions and a draft strategy. This session could also function as a connecting platform for implementing organisations and funding or grant-making organisations and ensure that the ICC Energy program avoids duplication of existing sectoral interventions.
• Final program design - Consolidate feedback into final program design which would include goals, milestones, delivery mechanisms, outcomes, theory of change etc. (To be co-developed with the ICC team.)

The strategy document is expected to be between 25 and 40 pages/slides and will not be published. And should be delivered by 20 December, 2020.

5.     Method of work

The consultant is expected to carry out this work through interviews with relevant stakeholders and desk research. While ICC will provide some contacts, the consultant is also expected to use their own network and connections. Regular calls will be held between ICC and the consultant, and the consultant is expected to provide written updates every 2 weeks.

6.     Consultant profile (Individual or Firm)

For this assignment, ICC is looking for an independent and credible consultant (individual or team) with the following profile:

Experience

Experience working within the Clean Energy sector in India and with multi-stakeholder organisations in the ecosystem Experience with stakeholder mapping Experience with sector scoping and program strategy design Understanding of broader sector issues – policies, global climate commitments, value chain inefficiencies, energy markets etc. Familiarity with philanthropic interventions and/or the deployment of climate finance in the clean energy sector is preferred

People

Good English verbal and written skills Good convening and presentation skills Strong analytical skills A track record of similar work and previous working experience
