About Us:
The Engineering Program Delivery West Office is responsible for the delivery of the regional capital construction program and the management of the provincial highway infrastructure for south western Ontario. The office includes staff in the fields of project delivery (including highway planning and design), geotechnical engineering, structural engineering, traffic engineering, and environmental.

What can I expect to do in this role?

In this role, you will manage the Project Delivery Section and generally administer the Provincial Transportation System capital program delivery in West Region by leading a team in:

• The development and approval of environmentally acceptable long range network engineering and right-of-way requirements;
• The cost effective improvements and expansion of transportation corridors consistent with user-demand, environmental requirements and provincial standards;
• The compatibility of public and private development on/or adjacent to existing and future rights-of-way;
• The production of contract drawings and contract documentation for tendering and construction of transportation facilities.

How do I qualify?

Mandatory:

You are a Professional Engineer, licensed with the Association of Professional Engineers Ontario (PEO).

Strategic Leadership Skills:

• You have proven leadership and managerial skills to effectively supervise and develop professional, technical and support staff and resolve personnel problems and staff relations issues.
• You have demonstrated negotiation skills and can provide contracts engineering guidance to resolve disputes with consultants and contractors.
• You have demonstrated ability to identify and provide direction in the resolution of complex and contentious issues.
• You have a passion for developing, building and leading organizational capacity through inclusive, positive, and values based leadership in areas of organizational design, recruitment, talent and performance management and labour relations matters.
• You have the ability to be responsible for the overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related services.
• You have sound judgement and political acuity skills to provide authoritative advice and guidance to senior management.

Technical Expertise:

• You have knowledge of the theories, principles and practices of Civil Engineering with an emphasis on highway engineering, including related Legislative acts (Environmental Assessment Act, Public Transportation and Highway Improvement Act, Drainage Act, etc.)
• You have knowledge of administrative and engineering policies, procedures and standards governing construction, maintenance, and contract administration.
• You have strong analytical skills to assess recommendations for technical adequacy and consistency with government policies.

Program Management Skills:

• You have knowledge of project management methods and best practices to plan and manage concurrent project activities, set priorities and allocate resources relative to projects, ensuring that projects proceed according to schedules and timeline.
• You have a thorough knowledge of Ministry policies, directives and standards governing administrative and financial procedures and processes, specifically related to monitoring construction and maintenance contracts and operations expenditures and invoicing and to negotiate payments.
• You have strong issues analysis, risk mitigation and issues management skills to identify complex and contentious engineering design, technical adequacy and/or build/contract issues and make authoritative decisions/recommendations.

Communication and Relationship Management Skills:

• You have demonstrated ability to develop and maintain respectful, ethical and trusting relationships with internal and external stakeholders, with a high level of integrity.
• You have demonstrated ability to identify and provide direction in the resolution of complex and contentious issues with tact and diplomacy.
• You have strong written communication skills to oversee the preparation of project reports and recommendations, briefing documents, and executive correspondence on operational issues, and leads presentations and briefs to senior management.
• You have the ability to deal with complex, engineering and/or sensitive issues and present solutions.
