Dr Sasmit Patra is an interesting parliamentarian to watch, bringing to the fore issues of an institutional nature. It may be the more reasoned deliberations at the back-end, of MPs like Dr Patra, that produces real work, in the absence of maturity and substantive depth in those leading the poor quality of the opposition's grouse mining narrative spins. Building congruency, needs a reasonable nod to reality, and that is compromised by the poor quality of legislative deliberations descending purely to exacerbating issues in the pursuit of vote-banks, rather than act as a check on government excesses. Even our institutional structures like courts, in many cases, appear to prefer moral posturing rather than building a bridge to better policy implementation, the decontextualized nature of their abstractions, and a procedural morass. where the fealty to procedural means have overtaken substantive and practical ends (tareek pe tareek!) - leads any resolution into an endless procedural maze. The tough task of "performing" in governance, making a careerist bureaucracy with its deep vested interests work, is difficult even for the strong willed, and may not even be in the agenda as the primary focus of those slanted by their electoral bargains.

https://lnkd.in/gPivR5CF Don’t we need to shift our focus to something more basic? The lack of definition of poor has major implications on policy making and reform initiatives. It is argued that the bottom of pyramid has shifted up but the divide between rich and poor has grown majorly over the years. I remember we had a course on “Changing Conceptions of Justice in a Globalized Legal Order” (2013) where rigorous classroom discussions revolved around who’s poor in terms of income, calorific intake etc. The pro-elite discourses on data , privacy and AI have taken over and now is the time than ever before to bring back the discourse on real issues.

🌱 Empowering Grassroots Governance through XV Finance Commission Grants 🌍 The Government has released the 2nd installment of XV Finance Commission Grants for Uttar Pradesh and Andhra Pradesh for the Financial Year 2024–25, marking a significant step towards empowering local governance. Key Allocations: Uttar Pradesh: ₹1,598.80 crores for 75 District Panchayats, 826 Block Panchayats, and 57,691 Gram Panchayats. Andhra Pradesh: ₹446.49 crores, including ₹25.49 crores of withheld funds, for 13 District Panchayats, 650 Block Panchayats, and 13,097 Gram Panchayats. These untied grants provide Panchayati Raj Institutions with the financial autonomy to address region-specific challenges and opportunities, fostering self-reliance, accountability, and localized decision-making. The funds can be utilized for essential community initiatives, including: -Sanitation -Drinking water supply -Rainwater harvesting -And other critical local development needs. From the last time I studied policy (Urban Policy & Governance, a two-year, research and taught master's at Tata Institute of Social Sciences) in 2016 to now that I am back in school to study Public Policy at University of Oxford, the landscape has transformed drastically. 1. Access to Knowledge: Tools like ChatGPT provide immediate access to vast amounts of information and analysis, changing how students engage with material. The structured, slower pace of academic study at TISS likely felt more deliberate, whereas now, the volume of content available in real-time makes learning more dynamic yet fragmented. The social media has boomed with policy debates, political insights, and when I connect on any platform there is a heap of information awaiting to be digested. 2. Rise of NPOs in Policy Influence: The surge in nonprofits focusing on policy research means today’s students and professionals can access reports and insights that were once only available from a few established organizations internationally. This has democratized policy knowledge but also possibly led to an overload of perspectives and approaches. 3. Content Variety and Accessibility: The expansion from academic papers to an "ecosystem" of learning material, including blogs, short reports, and even social media snippets, means learning is now more accessible but also requires a discerning approach. Previously, the carefully curated academic material shaped a cohesive understanding, while now, the abundance can make it challenging to determine what's truly authoritative. Right now I am curating some of my own learning material despite being given things to read because some of it feels non-contextual to me. 4. Influencers vs. Experts: In 2016, authority in public policy was associated with academic or field experience. Now, with influencers and varied content creators stepping into policy discourse, expertise is less gatekept but also more diluted. This has brought both accessibility and the challenge of sifting through a lot of non-specialist input. 5. The Democratization of Policy Work: Public policy once required specialized education and was an emerging field; today, people with diverse backgrounds contribute to policy development. This inclusivity brings fresh perspectives but might compromise depth if not well-balanced. I began my work in policy when it was considered "social work", now it is considered "a form of management degree in the public sector/ some call it sasta-MBA for public service jobs". The differences underscore a shift from a traditional, academic-centric approach to a more decentralized, media-infused, and accessible world of learning and policy-making.
